III. Tasks for 2019

To do this year's work well, we must conscientiously implement the decision-making and deployment of the Party Central Committee and the State Council, implement the requirements of the Eighth Plenary Session of the Ninth Provincial Party Committee, adhere to the following ten aspects: politics, steady progress, innovation-driven, reform and opening-up, ensuring people's livelihood and high-quality development.

(1) Undertake the main responsibility resolutely and carry out major national strategies in depth. Subordinate to the overall situation of service, take the initiative to integrate into the overall situation, firmly promote the coordinated development of Beijing, Tianjin and Hebei, the planning and construction of Xiongan New Area, the preparation of the Winter Olympic Games, and strive to build a new driving force for high-quality development in Hebei. Promote the coordinated development of Beijing, Tianjin and Hebei to expand in depth and breadth. We should persist in taking Beijing's non-capital functions as the "cownose", speed up the construction of "three districts and one base" and continue to promote new breakthroughs in the field. We will speed up the construction of Beijing-Xiong intercity and Beijing-Qin and Tianjin-Shijiazhuang expressways, give full support to the construction of Beijing's urban sub-center, work with Beijing to promote the construction of Daxing International Airport and Airport Economic Zone, and promote the coordinated development of Langfang's three northern counties and Tongzhou District. We will speed up the construction of water conservation functional zones and ecological environment support zones in Zhangjiakou Capital, and strengthen joint prevention and control of regional pollution and co-construction of ecological environment. We will strengthen the construction of demonstration zones with coordinated development, such as Caofeidian, Tongwulang and Lutai Hangu, and lay out a number of distinctive "micro-centers" and industrial parks to ensure that they can catch up and develop well. We will vigorously and orderly promote the planning and construction of Xiongan New Area. Adhere to the world vision, international standards, Chinese characteristics and high-point positioning, create "Xiongan quality" and "Xiongan standard" throughout the planning and construction of the new area in all aspects and the whole process, and build innovative city, intelligent city and green city with the efforts of the whole province. We will implement the plan outline and overall plan, do a good job in urban design, street design and architectural design, and strive to shape the Chinese style, Lake style and innovative style of the city. Promote the development and construction of Xiongan New Area with high quality, and do a good job in ten construction projects, including Rongdong District, High-speed Railway Station Area, Start-up Area, Baiyangdian Lake Governance and Protection. Undertake the non-capital functions of universities, scientific research institutes, medical institutions, enterprise headquarters, financial institutions and institutions in Beijing in an orderly manner. We will accelerate the convergence and landing of high-end resource elements, lay out new high-end and new industries such as information technology, modern life science and biotechnology, and strive to build demonstration zones for innovative development that implement new development concepts, and build a national model for high-quality development and a new engine for modern economic systems. Do a solid job in preparing for the Winter Olympic Games. We will adhere to the principles of "green Olympics, shared Olympics, open Olympics and honest Olympics", and build high-quality winter Olympics venues and supporting infrastructure to ensure the completion of all competition venues in the year. Beijing-Zhangzhou high-speed railway and Yanchong high-speed main line have been completed and opened to traffic. Promote the service guarantee and venue construction of the games. Carefully prepare for the series of test competitions of "meeting Beijing". We will cultivate and expand ice and snow equipment manufacturing, leisure tourism, education and training industries, create ice and snow equipment production gathering areas, and strive to hand over two excellent answers for the preparation of the Winter Olympic Games and regional development.

(2) Deepening the structural reform of the supply side and promoting the high-quality development of manufacturing industry. Adhere to the supply-side structural reform as the main line, implement the "consolidation, enhancement, promotion, unimpeded" eight-character policy, vigorously implement a series of three-year action plans, such as industrial transformation and upgrading, strategic emerging industries development, scientific and technological innovation, relying on the huge manufacturing base, and strive to strengthen, supplement and extend the chain, and optimize industrial design. Batch, technological transformation and upgrading, scientific and technological innovation and transformation, industrial extension and agglomeration, accelerate the construction of a modern industrial system. Resolve the excess capacity unswervingly. Strictly enforce the standards of quality, environmental protection, energy consumption, safety, and so on, shut down the small to promote the big, keep the good and press down the bad, promote the transformation of total capacity to structure capacity. Within the year, 14 million tons of steel capacity, 10 million tons of coal, 1 million tons of cement, 3 million tons of coke, 6.6 million weight boxes of flat glass and 500,000 kilowatts of thermal power will be reduced.  Accelerate the transformation and upgrading of traditional industries. Deeply carry out the action of "transformation of multinational enterprises" to promote industrial enterprises to turn to innovation-driven, green development and modern management.  We will carry out a new round of technological transformation, rolling forward 1000 technological transformation projects, and strive to complete a new round of technological transformation for industrial enterprises above the scale by 2020.  Strengthen the traditional superior industrial chain, vigorously develop intelligent manufacturing, accelerate the construction of industrial Internet platform and mode application. Strengthen industrial chain coordination, develop high-quality Xinji leather, Dingzhou sports equipment, Baigou bags, Anping silk screen, Xingtai cast iron cookers, Qinghe cashmere and other characteristic industrial clusters, and cultivate more "specialty and innovation". Promote strategic emerging industries to increase speed and efficiency. We will implement six major projects, including demonstration of high-tech industrialization and cultivation of top 100 innovators, vigorously develop strategic emerging industries such as information technology, artificial intelligence and intelligent equipment, and create new industrial chains. We will accelerate the construction of 30 demonstration bases for strategic emerging industries, such as Beijing-Tianjin-Hebei Big Data, Beidaihe Life and Health, Chengde Vanadium and Titanium, and accelerate the distribution of special industrial bases, such as rehabilitation aids in Qinhuangdao and emergency equipment in Tangshan. During the year, the main business income of strategic emerging industries exceeded 1.5 trillion yuan. Inheritance and development of traditional Chinese medicine industry, promote the coordinated development of scientific research, planting, processing, medical treatment and health care industry chain, and build a strong province of traditional Chinese medicine. We will further implement the development strategy of civil-military integration, accelerate industrial agglomeration and technological transformation, build 27 provincial demonstration parks of civil-military integration industry, and strive to achieve 900 civil-military integration enterprises.
